49. <br />Regular Meeting September 20, 2005 Page 2 <br />Highway area); and section 551.087, to discuss commercial or financial <br />information the City has received from a business prospect that the City <br />seeks to have locate, stay or expand in or near the City and with which the <br />City is conducting economic development negotiations, or to deliberate the <br />offer of a financial or other incentive to such a business prospect <br />(medical facility; IH35/Del Sol Drive area; downtown area; IH35/Centerpoint <br />Road area). The Council adjourned into Executive Session at 6:01 p.m. <br />Mayor Narvaiz announced the Council would reconvene at 6:57 p.m. (See Page <br />12 for continuation of Executive Session). <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated Council <br />received advice from the City Attorney and provided direction regarding the <br />economic development services contract negotiations. He stated Council also <br />provided direction regarding the purchase of real estate for a project on <br />Highway 123. He stated the Council provided direction regarding incentives <br />for North IH35 area and IH35/Centerpoint Road area. <br />Mayor Narvaiz lead the Pledge of Allegiance. <br />Mayor Narvaiz introduced the 30-Minute Citizen Comment. 1) William Barnes <br />provided a copy of the Pledge of Allegiance to the Texas Flag. He <br />encouraged the Council to say the Pledge of Allegiance to the Texas Fla( <br />after the United States Flag. 2) Sharri Boyett encouraged the Council t, <br />support all pets, not just the pets at home. She stated the City needs a <br />plan for the future to address the pet overpopulation. She stated she <br />feels the City should adopt a "no kill" policy, provide microchips for <br />animals, adoption events, sterilization for animals, and education for the <br />public. <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated Staff has <br />been addressing the events of Hurricane Rita. He stated Staff has been <br />putting together plans for evacuees, high winds and flooding. He also <br />stated Staff has been consulting with State of Texas agencies three times a <br />day regarding Hurricane Rita. <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Taylor stated <br />the Convention and Visitor Bureau will meet on September 21, 2005, and will <br />discuss the contribution of $50,000.00 to the Tanger and Prime Outlets <br />advertising program. He stated a poll was taken by phone, and he feels the <br />majority of the members support the contribution of the $50,000.00 for <br />advertising. 2) Mr. Guerrero stated he attended his first Leadership San <br />Marcos meeting. He encouraged residents to get involved. 3) Mayor Narvaiz <br />provided the Council with a written report of the Transportation Workshol <br />she attended. 4) Mayor Narvaiz stated the new Texas State Student Liaison <br />Kyle Morris, will be administered his oath of Office at the next Regula:
