Feasibility Study Summary

The initial feasibility report was completed in March 2005. The report identifies specific
target areas for the development of Carrizo- Wilcox groundwater that would produce with
reasonable assurance the supply necessary for the long-term future (year 2060) needs of the
Participants. The long-term need of all Participants is 27 MGD based on water demand
information provided by each Participant. The City of San Marcos provided the following
infonnation on its future water needs:

Year Demand Supply Need
2000 I 5.620 I 13.689 8.069
2004 6.350 ! 13.689 7.339
2010 7.905 13.689 5.784
2020 10.663 13 .689 3.026
2030 13.496 i 13.689 0.193
2040 16.642 13.689 -2.953
2050 20.275 t 13.689 -6.586
2060 22.985 13.689 -9.296

2. Interim Activities

The project for the acquisition and use of Carrizo- Wilcox groundwater was undertaken in
three phases:
Phase 1 - Feasibility Study (complete)
Interim Activities ~ Initial work on Supply Acquisition Plan, Meetings
with Potential Participants, Organizational Issues, and Scoping Efforts
Phase 2 - Wholesale Water Use Plan / Plumbing Plan
Phase 3 - Acquisition of Groundwater Supply

Based on meetings with the Participants, the Feasibility report identified several "next step"
issues that the Participants needed to undertake in order to secure the opportunity for a long-
term Carrizo- Wilcox groundwater supply. The group recognized that this groundwater, in
the areas targeted in the report, would have limited availability because others, including the
San Antonio Water System, were also interested in acquiring supplies in the same area.

The Participants that have continued to meet and review the interim activities are the Cities
of San Marcos, Kyle, and Lockhart and several water supply corporations jointly represented

215 Mary Street, Suite 305, Waco, TX 76701 Phone: (254) 753-9585, FAX: (254) 753-9593
