<br />34. <br /> <br />RESOLUTION NO. 2005---12..2-R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, AUTHORIZING THE CITY MANAGER <br />TO WAIVE UTILITY DEPOSITS, RECREATIONAL PROGRAM <br />FEES, LIBRARY NON-RESIDENT FEES, AND FOOD HANDLER <br />PERMIT FEES FOR PERSONS DISPLACED BY HURRICANE <br />KATRINA; AND DECLARING AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. Hurricane Katrina devastated the Gulf Coast of the United States from New Orleans, <br />Louisiana to Mobile, Alabama, making landfall in the early morning of August 29, 2005. <br /> <br />2. Hurricane Katrina is believed to have killed thousands of people, and it has displaced <br />more than 1 million people, making it one of the worst natural disasters in U.S. history, and a <br />humanitarian crisis on a scale unseen in the U.S. since the American Civil War. <br /> <br />3. Some of the persons displaced by Hurricane Katrina have made their way to the City of <br />San Marcos, and are seeking housing and initiating City utility services. <br /> <br />4. The City's utility tariffs normally require the posting of a deposit to establish a utility <br />account and initiate City utility services, and the City normally charges fees for participation by <br />youth (18 years of age or less) in recreational programs ofthe Parks and Recreation Department, for <br />use of the Public Library by non-City residents, and for food handler permits. <br /> <br />5. The City Council wishes to authorize the City Manager to waive the posting of utility <br />deposits, and the charging of fees for recreational programs of the Parks and Recreation Department, <br />for use of the Public Library by non-City residents, and for food handler permits, by persons <br />displaced by Hurricane Katrina. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />PART 1. The City Manager, Dan O'Leary, and other persons designated by him, are <br />authorized to waive the posting of utility deposits, and the charging of fees for participation by youth <br />(18 years of age or less) in recreational programs of the Parks and Recreation Department, for use of <br />the Public Library by non-City residents, and for food handler permits, by persons who are <br />reasonably verified as having been displaced by Hurricane Katrina. <br /> <br />PART 2.
