The Council adjourned into Executive <br />Session at 6:01 p.m. <br /> <br />Mayor Narvaiz announced the Council would reconvene at 6:57 p.m. (See Page <br />9 for continuation of Executive Session) . <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated Council <br />received an update from the City Attorney and then the Council provided <br />direction regarding the emploYment of an Assistant City Attorney. He stated <br />Council provided direction regarding the economic development services. <br />The Council also provided direction regarding a development incentive <br />business prospect. <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz administered the Oath of Office to Kyle Morris, Texas State <br />University Student Liaison. <br /> <br />Mayor Narvaiz introduced the 30-Minute Citizen Comment. 1) Jared Davis <br />stated he is a member of the Texas State University Black Men United <br />organization. He provided the Council with copies and read a press release <br />of an incident which occurred on September 11, 2005, at the LBJ Student <br />Center. 2) Ed Sinclair, Associated Student Government Senator, encourage( <br />the Council to hold an independent investigation into the September 11, <br />2005, incident which occurred at the LBJ Student Center. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary provided Council <br />with an informational packet regarding Hurricane Katrina and Staff's <br />responses. <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Thomaides stated <br />he attended the Corridor Council Executive Committee. He stated they <br />discussed the commuter rail plan and an economic impact study. He also <br />stated there is a State Constitution Amendment, which has to pass in order <br />for the Commuter Rail to be possible. 2) Mr. Guerrero thanked Rene Ruiz <br />and the Texas Education Foundation for organizing the Rattler Roundup and <br />Chili Cookoff. 3) Mr. Mihalkanin stated an incident occurred in Kyle when <br />a truck overturned, which caused traffic on IH-35 to come to a complete <br />standstill. He stated he felt traffic should have been rerouted and <br />travelers should have been notified. 4) Kyle Morris provided Council with <br />a Resolution of support of the Austin-San Antonio Commuter Rail project, <br />which the Association of Student Government passed on September 19, 2005. <br />5) Mayor Narvaiz thanked the emergency management team for the response to <br />Hurricanes Katrina and Rita. She also thanked KTSW for their help and for <br />a job well done. 6) Mayor Narvaiz thanked Hays County for setting aside <br />money to acquire the Aquarena Parkland. 7) Mayor Narvaiz stated she <br />
