136. MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, OCTOBER 14, 2005 PRESENT: Mayor Mayor Pro-Tern Deputy Mayor Pro-Tern Council Members Susan Narvaiz John Thomaides Bill Taylor John Diaz Daniel Guerrero Ed Mihalkanin Gaylord Bose City Manager City Clerk City Attorney Director of Finance Director of Parks and Recreation Dan O'Leary Janis K. Womack Mark Taylor Rodney Gonzales Rodney Cobb Also Present: Shelley Goodwin. Mayor Narvaiz called the meeting to order at 11:30 a.m. Mayor Narvaiz lead the Pledge of Allegiance. Mayor Narvaiz introduced an Executive Session pursuant to the Government Code, Sections 551.072 and 551.073, to discuss the purchase of real property (Bastrop Highway area) i and Section 551.087, to discuss commercial or financial information the City has received from a business prospect that the City seeks to have locate, stay or expand in or near the City and with which the City is conducting economic development negotiations, or to deliberate the offer of a financial or other incentive to such a business prospect (IH35/McCarty Lane area). The Council adjourned into Executive Session at 11:40 a.m. Mayor Narvaiz announced the Council would reconvene at 12:46 p.m. Mayor Narvaiz introduced for consideration adoption or direction to Staff on matters discussed in Executive Session. Mr. O'Leary stated Council provided direction not to proceed with negotiations for the purchase of real property on Bastrop Highway. He stated Council also provided direction regarding the business prospect on IH35/McCarty Lane area. Mayor Narvaiz introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A FIRST MODIFICATION TO THE CHAPTER 380 ECONOMIC DEVELOPMENT GRANT AND LOAN AGREEMENT WITH JOHN Q.
