<br />142. <br /> <br />RESOLUTION NO. 2002- <br /> <br />37 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS APPROVING THE CITY'S <br />COMMITMENTS TO THE CENTRAL TEXAS 03 FLEX PLAN; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />WHEREAS, the City of San Marcos, Texas is committed to protecting the health and economic <br />vitality of the San Marcos community; and <br /> <br />WHEREAS, protecting the region's air quality is important to the community's health and <br />economic vitality; and <br /> <br />WHEREAS, the City of San Marcos has examined a variety of measures to improve the area's <br />air quality; and <br /> <br />WHEREAS, the City of San Marcos understands that entering into an 03 Flex Agreement with <br />the Environmental Protection Agency and the Texas Natural Resource Conservation Commission <br />provides Central Texas communities with a mechanism to address effectively the region's air quality <br />issues; and <br /> <br />WHEREAS, the 03 Flex Agreement provides the City of San Marcos with the flexibility to <br />choose those air quality improvement strategies most suitable to its circumstances and resources; <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS: <br /> <br />P ART 1. The City commits to implementation of air quality improvement strategies as <br />described in the attached document, "City of San Marcos Central Texas 03 Flex Agreement <br />Commitments. " <br /> <br />PART 2. The City Manager, Larry D. Gilley, is authorized to execute the Austin/San Marcos <br />Metropolitan Statistical Area 03 Flex Plan Memorandum of Agreement incorporating the attached <br />commitments. <br /> <br />P ART 3.
