r.a <br />.-.. <br />CHESTNUT STREET LOFTS —. <br />a� <br />WATER QUALITY AND EROSION CONTROL PLAN <br />FEBRUARY 2011 r�,a <br />0 <br />w <br />INTRODUCTION. This report has been prepared as a supplemental document in <br />support of a zoning change application for the proposed Chestnut Street Lofts Project and <br />will address water quality, detention, outlet control, and temporary erosion control <br />facilities and techniques to be used for this proposed development. In addition, this report <br />will address Low Impact Design (LID) and landscaping features that may be used to <br />effect and complement the water quality control features. At the time of this zoning <br />submittal the site plan featured therein is considered conceptual. Thus, the water quality, <br />detention, outlet control, and erosion control features proposed in the following sections <br />of this report should be considered preliminary. These features will be refined and <br />adjusted in response to City review comments and suggestions and as a result of more <br />detailed engineering design associated with the development of construction plans for a <br />future submission of a Site Preparation Permit. Tables and figures referenced in this <br />report appear behind the third page of this section of the report. <br />PROJECT DESCRIPTION. Chestnut Street Lofts is a proposed multi -story student <br />housing/retail /restaurant development on 1.9 acres located south of Chestnut Street at the <br />intersection of Live Oak Street. This 1.9 acre tract formerly contained two small <br />buildings which have been removed leaving the tract currently undeveloped. The <br />topography of the tract drops approximately sixty feet from the northwest comer to the <br />southeast corner. In addition there is a 12% drop along Chestnut Street from west to east. <br />Topographic slopes on the north half of the tract are generally 15% or less; slopes on the <br />south half are generally 15% and greater. A drainageway connecting to the San Marcos <br />River to the east is located within the right -of -way (r.o.w.) of Sessom Drive along the <br />south boundary of the Project site. More detailed information describing the proposed <br />Project is contained in the other documents submitted with the zoning change request. <br />WATER QUALITY. Consideration and selection of facilities for permanent water <br />quality control were based on the following criteria: <br />• Removal of at least 85% TSS <br />• Minimize impact to the area of the tract south of the proposed building/parking <br />improvements adjacent to the Sessom Street r.o.w. <br />• Incorporate LID type features wherg feasible <br />• Provide for non - erosive release of captured water quality and detention volumes <br />and permanent by -pass storm -water flows <br />• Integrate native landscaping <br />
