within an easement alone the rear of the property, to the extent practicable to <br />eliminate the amount of overhead utilities within the area described in Section 4.3.4.6 <br />(b) and depicted in Exhibit A The developer shall not have to retrofit existing <br />utilities. <br />(2) Utilities within the Underground Utility Area shall be subject to the standards rules and <br />regulations in Chapter 74 Article 4 Chapter 86 Article 4 the City's utility extension <br />policies, and any other applicable codes and ordinances." <br />SECTION 2. If any word, phrase, clause, sentence, or paragraph of this Ordinance is <br />held to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of <br />this ordinance will continue in force if they can be given effect without the invalid portion. <br />SECTION 3.
