Sec. 18.158 Agerieved persons may appeal to City Council. <br />(a) Any solicitor, peddler or canvasser aggrieved by the denial or revocation <br />of an identification card or the decision with reference to the revocation of the <br />identification card, shall have the right of appeal to the City Council. <br />(b) Such appeal shall be taken by filing a petition with the City Clerk within <br />ten days after notice of the action complained of has been mailed to the address on such <br />person's application, or personally served with notice. The petition shall contain a written <br />statement setting forth fully the grounds for appeal. <br />(c) The City Clerk shall set a time and place for a hearing on such appeal, and <br />notice of such hearing shall be given to the appellant. The decision and order of the City <br />Council on such appeal shall be final and conclusive. <br />Sec. 18.159 Chief of Police to keep record of identification cards. <br />The Chief of Police shall keep a record of all identification cards issued. This <br />record shall be open for inspection during business hours. <br />Sec. 18.160 Display of identification cards. <br />Each peddler or solicitor shall display the identification card on the outer clothing <br />of the individual in a manner that it is reasonably visible to any person who might be <br />approached by said peddler or solicitor. <br />Sec. 18.161. Unlawful conduct. <br />(a) It is unlawful for a peddler to engage in selling or offering to sell between <br />the hours of 9:00 p.m. and 8:00 a.m. <br />(b) It is unlawful for a solicitor to attempt to obtain a donation or distribute a <br />handbill or flyer between the hours of 9:00 p.m. and 8:00 a.m. <br />(c) It is unlawful for any person to engage in selling or offering to sell upon <br />premises where a sign is posted prohibiting these activities, with wording including "no <br />solicitors." <br />(d) It is unlawful for any person to sell or offer to sell any article of <br />merchandise of any kind from any wagon, hack, cart, pushcart or vehicle of any kind or <br />from any table, bench, box, counter or receptacle of any kind while standing or being in <br />or upon the public square, the public streets, alleys or sidewalks. <br />(e) It is unlawful for any person to pursue or offer to pursue the business of a <br />seller, vendor or merchant of merchandise of any kind on the public square, streets, alleys <br />or sidewalks. <br />
