Capital Area Texas Sustainability Consortium <br />Memorandum of Understanding <br />Member of the Steering Committee <br />PREAMBLE <br />I. The parties to this Memorandum of Understanding (MOU) are a broad -based consortium of public, <br />private, academic and nonprofit stakeholders in the Central Texas region (Austin -Round Rock -San <br />Marcos MSA) that seeks to build on the region's previous efforts to create innovative and effective <br />strategies to refine and implement the region's plan and vision for sustainable development. <br />Il. The purpose of this MOU is to ratify the earlier creation of the Capital Area of Texas Sustainable <br />Communities Consortium (Consortium) and provide a mutual understanding among its members <br />that, having the capability and experience to work collaboratively, will implement the strategies <br />and projects as set forth by the Sustainable Communities Regional Planning Grant received by the <br />Capital Area Council of Governments (CAPCOG) from the U.S. Department of Housing and Urban <br />Development (HUD). <br />III. There is a recognized need among the parties for a coordinated, collaborative regional effort to <br />prepare and carry out a successful plan to create stronger, more sustainable communities in our <br />region. <br />IV. This MOU is entered into by and between the ( "Entity ") and the Capital Area Council of <br />Governments, as the designated lead agency for the CATS Consortium. <br />V. Each of the parties to this MOU is committed to: <br />(1) Supporting the development of sustainability metrics, analytics and tools, tailored to <br />Central Texas and transferrable to other regions (such as expansion to San Antonio along <br />the IH35 Corridor), including efforts that leverage the region's technological and academic <br />expertise; <br />(2) Bringing Activity Centers to life by supporting well- designed demonstration projects; <br />(3) Strengthening the region's plan for sustainable development by applying data and insight <br />generated by a robust analytic network to existing Central Texas plans, programs, and <br />investments; and <br />(4) Assisting and guiding federal funding agencies and other resources to prioritize and focus <br />future federal investment throughout Central Texas. <br />Sec. 1. Ratification of Consortium <br />The parties to this MOU earlier created the Consortium to cooperatively implement the Sustainable <br />Communities Regional Planning Grant Program to support planning efforts that integrate housing, land <br />use, economic and workforce development, transportation, environmental, and infrastructure <br />investments. This MOU recognizes the creation, describes the roles and tasks of the Consortium members, <br />and provides for the Consortium's governance. This MOU is intended by the parties to be binding contract <br />and not merely an "agreement to agree." <br />
