The Engineer will:

1.2.1 Obtain the following information:

(a) Existing computer models for the City's system, including separately operated water
systems acquired by the City.
(b) Maps of the City's system, including separately operated water systems acquired by the
City.
(c) Record drawings for recently completed water system improvement projects, including
the SWTSU isolation project.
(d) Detailed description of current operating controls including pump sequencing, on-off set
points, PRV settings and list of wells currently inoperable.
(e) SCADA data for days selected for static and EPS calibration runs. This data shall include
tank levels, pump on/off status, and system water inputs.
(f) Historical water use records for each of the City's wells and the Surface Water Treatment
Plant. Where available, the records for the past 5 years should be provided.
(g) Information concerning individual water meter accounts and water usage over the last 5
years. This information should be provided electronically in a GIS format, if available.
(h) Information concerning system complaints and repairs for the past 5 years. This would
include low pressure, high pressure, taste and odor, color and line breaks.
(i) Available information concerning any distribution system water quality analyses.
(j) Information from the City's Unaccounted for Water Task Force.
(k) Information from the City's Transportation Master Plan Consultant concerning
population projections and distributions.
(1) Information concerning any proposed developments for which preliminary plats or plans
have been filed with the City.
(m)Information concerning existing City zoning and proposed zoning changes.
(n) Information concerning the City's current design criteria for water system improvements.

1.2.2 Review available information pertaining to the water distribution service area including
previous reports, facility plans, and operating & maintenance data. After review of collected data,
prepare a brief memorandum listing those areas where data is insufficient and the priority for
obtaining additional data.

1.2.3 Review and tabulate information from the City planning department regarding development
that has occurred in the last five (5) years and anticipated development. In addition, the Engineer
will gather similar information regarding Southwest Texas State University from the University.

1.2.4 Prepare an inventory listing of information in the Project area concerning areas experiencing
chronic low pressure and/or volume problems or water quality problems. Information sources will
include the City water and fire departments.

1.2.5 Conduct site visits to the surface water plant, pumping stations, pressure regulating stations,
and storage facilities to verify information for the modeling analysis.

2
