2002 and design years, 2005, 2010, 2015, and 2025. The Engineer will base these projections on
population projections and historical water use characteristics of the San Marcos water distribution
system. The Engineer will include consideration of future water conservation efforts in this task.
The Engineer will determine the distribution of future demands within the service area and how
those demands are placed in the hydraulic model. The Engineer will summarize the water demand
projections and the procedures used in determining the future demands in a memorandum to be
reviewed by the City.

1.6 TASK 5 - WATER SUPPLY AND TREA TMENT FACILITIES

The Engineer will:

1.6.1 Evaluate reports and data provided by the City regarding the surface water treatment plant
and the well and storage facilities within the City. The Engineer will provide recommendations as
to water supply requirements.

1.6.2 Based on reports and data provided by the City, determine the adequacy of the existing
treatment facility to meet projected water demands. The Engineer will coordinate with GBRA to
determine its anticipated needs. The Engineer will evaluate the anticipated scheduling for capacity
expansions. The City is also considering installation of variable speed drives at the pumps at the
water plant and other locations to provide increased flexibility. The Engineer will review and provide
recommendations.

1.6.3 Provide recommendations to maximize the usage of water from the surface water treatment
plant.

1.604 Evaluate alternatives to route groundwater resources under the influence of surface water to
the surface water treatment plant for treatment.

1.7 TASK 6 - WATER DISTRIBUTION FACILITIES

The Engineer will:

1.7.1 Review the configuration of the distribution system and the boundaries of each service level
(pressure zone) and make recommendations for any modifications.

1.7.2 Evaluate and determine the adequacy of existing pumping, storage, pressure station and
distribution components, and report any deficiencies and recommend corrective measures (operating
and/or capital). The City will provide inspection reports on existing tanks. As part of this task, the
Engineer will evaluate and provide recommendations regarding maximizing the use of surface water
to provide for water system demands.

1.7.3 Evaluate the relationship between existing pumping and storage facilities, report on the
adequacy of this relationship and recommend corrective measures (operating and/or capital).
