(PSI), PSI is pleased to submit the following Scope
of Services to perform a geotechnical investigation for a Feasibility Study for a
proposed Raw Water Reservoir and a proposed Reclaimed Water Reservoir to be
constructed in San Marcos, Texas. The Scope of Services will be conducted to
identify the soil/rock and groundwater conditions at the two (2) different sites and
provide recommendations for earthen dam construction and lining requirements for the
proposed reservoirs.

Our Scope of Services for this subsurface exploration and geotechnical
investigation will include the following services:

. Assess the overall geology at the two proposed sites, including
probability of sinks, caverns, and other recharge type features.

. Sample and test the subsurface materials and observe
groundwater conditions at the two sites by means of performing
test borings. Six (6) test borings will be drilled at the Raw Water
Reservoir site and four (4) test borings will be drilled at the
Reclaimed Water Reservoir site. The test borings will be drilled
with a truck mounted drill rig to depths ranging from
approximately 20 to 40 feet below the existing ground surface
elevations. The soils encountered in the test borings will be
sampled at approximately two and one-half (2 Y2) foot intervals.
All rock encountered in the test borings will be cored.

. Identify the physical and engineering characteristics of the
subsurface materials encountered during the drilling and sampling
through a laboratory testing program. The laboratory testing
program will include unconfined compression tests, determination
of the natural moisture content and unit dry weight, sieve
analyses, hydrometer analyses, Atterberg limit tests, moisture
density relationship of soils, permeability tests, triaxial shear tests,
consolidation tests, and swell tests.

· Provide recommendations for earthen dam construction including
embankment slope stability recommendations and lining
requirements for the proposed reservoirs.
