<br />the San Marcos River, the U.S. Fish and Wildlife Service has consistently denied <br /> <br />permission to proceed with necessary improvements and repairs for recreational access to <br /> <br />the San Marcos River. The San Marcos River Habitat Conservation Plan, when <br /> <br />completed, will balance the environmental concerns with the currently "unrestricted" <br /> <br />recreational uses of the San Marcos River. <br /> <br />Other priorities include "Joint Use" facilities developed jointly by the City of San Marcos <br /> <br />and other governmental entities in the area. Inclusion of private organizations and <br /> <br />associations, such as service clubs (Kiwanis, Lions, Rotary, etc.) and little league - softball <br /> <br />and/or soccer associations, should also be drawn into the planning effort to avoid <br /> <br />duplication of services and to provide them with the necessary facilities and/or space <br /> <br />needs to serve the public. <br /> <br />POLICIES <br /> <br />The San Marcos Horizons Chapter 4 entitled "San Marcos Tomorrow" lists several <br /> <br />Community Facilities Plan Policies to be implemented. The following list of policies <br /> <br />dealing with parks (taken from pages 4-68 of the San Marcos Horizons) and cultural <br /> <br />resources (taken from pages 4-73 of the San Marcos Horizons) has already been adopted <br /> <br />by the City of San Marcos and is now included in this Parks.
