<br />Citizens of San Marcos should be aware that additional parks, recreation and open space <br /> <br />lands would require additional maintenance effort and its related costs. Fees for some <br /> <br />recreational opportunities may become necessary due to the increasing cost of operations, <br /> <br />maintenance and needs for expanded services and facilities. Fees for recreational <br /> <br />opportunities are contrary to the public perception that government traditionally provides <br /> <br />"free" recreation. Fees then should be appropriate to eliminate the thought of "double <br /> <br />taxation."
