MOTION: Upon a motion made by Council Member Jones and a second by Council Member <br />Thomason, the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -24 on the <br />first of two readings. The motion carried unanimously. <br />23. Consider adoption of Ordinance 2011 -23, on the first of two readings, amend*ng <br />Chapter 18, Businesses, Article 4, Sections 18.151 and 18.152, Itinerant Vendors, of the San <br />Marcos City Code; establishing penalties for the violation thereof; including procedural <br />provisions; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Scott, the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -23 on <br />the first of two readings. The motion carried. <br />24. Consider adoption of Ordinance 2011 -26, on the first of two readings, amending the <br />City's 2010 -2011 Budget to authorize the expenditure of $918,530 from Fund Balance for <br />reimbursement of sales taxes and ad valorem property taxes to Stone Creek Crossing, L.P. <br />pursuant to a Chapter 380 Economic Development Agreement, and providing an effective <br />date. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Porterfield, the City Council voted (7) for and (0) opposed, to approve Ordinance 2011- <br />26 on the first of two readings. The City Council directed Staff to add this Agreement to the <br />Economic Development Quarterly Report. The motion carried unanimously. <br />25. Consider adoption of Ordinance 2011 -25, on the first of two readings, amending <br />Chapter 2, Article 3, Division 21 by changing the reporting structure, provide for a specific <br />venue for the meetings and require the Committee Chair to be a Veteran; and including <br />procedural provisions. <br />MOTION: Upon a motion made by Council Member Terry and a second by Council Member <br />Scott, MOTION TO AMEND: Upon a motion made by Council Member Porterfield and a <br />second by Council Member Jones, the City Council voted (5) for and (2) opposed, Council <br />Members Prather and Scott, to amend to strike through the proposed Ordinance that would <br />require the Chair of the Veterans Affairs Advisory Board be a Veteran. The motion carried. <br />MOTION TO AMEND: Upon a motion made by Council Member Jones and a second by <br />Council Member Thomason, the City Council voted (5) for and (2) opposed, Council Members <br />Prather and Scott, to amend the proposed Ordinance in Section 2.370.20 subsection (a) for the <br />City Council to endeavor 5 Veterans and 2 spouses of Veterans to serve on the Commission. The <br />motion carried. MAIN MOTION: The City Council voted (5) for and (2) opposed, Council <br />Members Prather and Scott, to adopt Ordinance 201 1 -25, on the first of two readings. The <br />motion carried. <br />26. Consider adoption of Resolution 2011 -51R approving a second amendment to a <br />Chapter 380 Economic Development Incentive Agreement between the City Of San Marcos <br />And Stone Creek Crossing, L.P. That reduces the maximum reimbursable amount of City <br />
