Mayor • <br />Guerrero also identified other items that were discussed during the workshop such as: <br />clarification on working on the Masterplan and cleaning up the CIP. <br />Council Member Jones – Update regarding recent Hays County Appraisal District <br />Activity. <br />MOTION: Upon a motion made by Council Member Jones and a second by Council Member <br />Terry, the City Council voted (7) for and (0) opposed, to postpone Council Member Jones update <br />until the June 21, 2011, regular meeting. The motion carried unanimously. <br />3.1 Council Member Updates: <br />Receive status reports and updates from the Mayor and/or Council Members and a general <br />discussion regarding the following: <br />Council Member Kim Porterfield - Lone Star Rail Update <br />Council Member Porterfield provided the Council with an update regarding the recent activities <br />of the Lone Star Rail Board and Executive Committee. Mrs. Porterfield stated that earlier that <br />week, the LSR Board selected a consultant (Hahn, Texas) for Local Government and <br />Stakeholder Engagement Services to begin contract negotiations along the I -35 corridor. She <br />provided an update regarding the relocation and explained that Union Pacific (UP) negotiations <br />were going well, and that indications are that UP is serious about the relocation going through. • <br />The environmental impact study is currently underway for the passenger line. She also reminded <br />the Council of the funding of operations -1/3 from Austin, 1/3 from San Antonio, and 1/3 from <br />other partners. As we develop our Downtown Parking District and implement the Downtown <br />Master Plan we need to be mindful that it supports the recommended %z mile TIF for passenger <br />rail, and is coordinated with Rail District staff and financial consultants. Other San Marcos <br />considerations provided by Mrs. Porterfield were: to proceed with quiet zones, the Rail District <br />has created a Hays County Technical Advisory Committee and it is important that we have the <br />right staff on board, the University has committed to providing shuttle service to campus, <br />Council may want to consider if any rail - related infrastructure projects should be considered for <br />our Capital Improvement Program and/or the November 2012 San Marcos bond election, and to <br />see about coordinating with Hays County for the right of first refusal on the three County <br />buildings to be sold when the new Government Center opens. <br />4. Invocation <br />Pastor Mike Schlimgen with Solid Rock Church provided the invocation. <br />5. Pledge of Allegiance <br />Courtney LeGare and Sam Dickson from Big Brothers, Big Sisters led the assembly in the <br />Pledge. <br />• <br />
