No action taken. <br />19. Consider adoption of Ordinance 2011 -25 on the second of two readings amending <br />Chapter 2, Article 3, Division 21 by changing the reporting structure of the Veterans <br />Affairs Advisory Committee, providing a specific venue for the Committee's meetings <br />changing the composition of the Board: and including procedural provisions <br />MOTION: Upon a motion made by Council Member Jones and a second by Council Member <br />Porterfield, the City Council voted (6) for and (0) opposed, Council Member Prather abstained <br />only to avoid the appearance of impropriety (affidavit was filed with the City Clerk's Office - see <br />attached) to approve Ordinance 2011 -25, on the second of two readings, substituting all <br />language in Section 2.370.21 to include all of the recommendations from the Veterans Affairs <br />Advisory Committee and allowing a surviving spouse of a veteran to serve on the Committee. <br />The motion carried. <br />20. Consider adoption of Ordinance 2011 -28 amending the City's 2010 -2011 Budget to <br />approve a revised list of Capital Improvement Projects and providing an effective date <br />• <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Scott, the City Council voted (7) for and (0) opposed, to approve Ordinance 2011 -28 <br />amending the City's 2010 -2011 Budget to approve a revised list of Capital Improvement Projects <br />as previously captioned. The motion carried unanimously. • <br />21. Consider adoption of Resolution 2011 -68R adopting a Residential Home Improvement <br />Incentive Program and providing an effective date: and hold a discussion regarding <br />waiving City Permit fees. <br />MOTION: Upon a motion made by Council Member Jones and a second by Council Member <br />Prather, the City Council voted (6) for and (1) opposed, Council Member Thomason, to approve <br />Resolution 2011 -68R adopting a Residential Home Improvement Incentive Program. Direction <br />was provided to staff to bring back an ordinance on emergency to waive the permit fees for the <br />program and to include a midterm evaluation of the program at 3 months. The motion carried. <br />22. Consider adoption of Resolution 2011 -72R approving an Agreement between the City <br />and Vision Internet Providers, Inc. in the estimated amount of $80,930.00 for the provision <br />of web redesign and content management system services, authorizing the City Manager to <br />execute this Agreement on behalf of the City and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Thomason, the City Council voted (7) for and (0) opposed, to approve Resolution 2011 - <br />72R approving an Agreement between the City and Vision Internet Providers, Inc., as previously <br />captioned. The motion carried unanimously. <br />• <br />
