TEN-YEARGRO-WTH ASSUMPTIONS

Growth is characterized in two forms: population (residential land use) and nonresidential land use.
Several assumptions were necessary in order to arrive at reasonable growth rates for population
and nonresidential land use in the City of San Marcos and its service areas. The following
. assumptions hcwe been made as a basis from which ten-year projections could be initiated:

· Future land uses will occur as shown on the Future Land Use Plan (Comprehensi\e Plan).

· The City will be able to finance the necessary improvements to the water and wastewater
syst~ms to Ciccommod, ateexpected growth. DensitieswiHbe as projected, based upon anticipated 2Dning districts.
· Known or anticipated development projects will occur as. presently planned,.

The ten-year projections, or land use assumptions, are based upon the establishment of a
reasonable growth rate based upon past trends and/or other considerations. Alth()ugh the average
for ten. years was 461' units per year, the average.over the last five years was 707. units per y.ear.
Considering the historical issuance of single-family residential building permits (Table 2),
particularly within the last several years, the City's proximity to the Austin/San Antonio metropolitan
area, c<>mbinedwithanticipated development projects, dwelling permit.swere deemed as a

Land.Us'e Assumptions"for Impact Fees -- August, 2002
'-City of San Marcos, Texas-' "
C:\DOCUME-1\THERIO-1 \LOCALS-1\Temp~al)dUseAssump-report 08212002.doc

"9
