<br />CITY OF ,SAN MARCOS <br />CAPITAL IMPROVEMENTS PLAN 'AND ENGINEERING <br />REPORT <br /> <br />A. INTRODUCTION <br /> <br />An "Impact Fee" is '.~ charge or assessment imposed by a 'political sub diyi Si()D . for <br />new'deyelopment within its service area in order togenerat~'revenue for-funding or <br />recouping costs of capital improvements necessitated by and attributable- to the new <br />development. The City of San Marcos- ,water service area is all the land within its <br />certificate. of convenience' and necessity (CCN) as established by the Texas Natural <br />Resources and Conservation Commission. The City's wastewater service area is' <br />predominately the City's extra jurisdictional area (ETJ). The water and wastewater <br />service areas are, shown in- Exhibits 1 and 2. ' <br /> <br />The first st~pindeterminingan impact fee is topr~pareland use and growth- <br />assumptions for the 'service'area, for ,the.next ten'years. Then a Capital Impro_vements <br />Plan must be created to serve'the anticipated land uses and growth. The. costs that can be <br />considered in the impact fee calculation 'include: <br /> <br />1. The cost of new 'iIlfrastructure paid by the City including engineering, property'- <br />acquisition and constrllction. <br />2. The -cost of existing-excess capacityin lines and facilities .available to,servefu~~ <br />growth paid for in whole or part by the City. <br />3. Interest and other finance charges on bonds isslledbytheCityto cover its portion of <br />the cost. <br /> <br />These items aresuI11l11_edand tIle anticipated utilized capacity over the lO-year impact <br />fee period-is calculated. The total utilized capital improvement costs are divided by the <br />,total number of new Service Unit Equivalents (SUE's).' The result is the m'aximum <br />imp,act fee that can be charged' per new SUE. <br /> <br />This report is the engineering analysis of the City's water and wastewater Capital <br />Improvements Plan and utilized capacity for the ten-year period- of2002throug~2012,. It <br />is based upon the City's curreptFuture Land Use plan map and the projected population <br />iilcreasesthrough th_e study period. <br />
