D. CALCULATION OF W A TER- AND WASTEWATER SERVICE U-NIT
EQUIV ALENTSFOR2002THROUGH 2012

The existing water meter count by size category as" of July 2002. was the starting
point for calculating water and. wastewater service unit equivalents. While not all
customers receive both -water' and wastewater service, the difference was not considered
at this time and the_ base or existing service unit equivalents were considered the same for
both. systems.

In total there were 8,274 water meters of a.11 sizes in each service'area (see tables
2 and 3), for a total of 16,123 SUE's. Using the growth rate assumptions of2.8%and
2.6% compounded annually for residential water and wasteWater service growth~ the
number of residential' meters in 2012 was calculated. For the water. service area, ,this
growth rate resulted in 8,664 residential meters. This is an increase of2,091 meters from
2002. The wastewaterservicearea-hasagrowthofl,924 residential meters in the 2002
to 201-2 study,period.

The growth.' rate' for non - resi dential' meters _ was calculated. based upon the
projected increase in Retail/Office/Comm~rcial, Industrial and PubliclInstitutionalland
use acres - over the next ten years. For the water servi c,e area the non-residential land use
increase _is 16.8% over the ten-year period, representing an increase in the total number of
non-residential meters of 186. The increase in non-residential land use for. the wastewater
service area is 27.5% for the same period, representing an increase in the total number of
non-residential meters of 468~ -

Tables 2 and .3 summarize-the total number of water meters by meter type, land
use and service tini~ _equivalents for the years 2002 and 2.<J12 for the water service area
and the wastewater service area, respectively.. The total number ofS,UE' s. for the water
service area in 2012 is projected to 19,866, a total increase of-3,744 (23.2%). Thetotal
number of SUE's for the wastewater service area in 2012 is projected to be 20,682, a total
increase of 4,5-59 (28.2%).
