<br />31. <br /> <br />RESOLUTION NO. 2002- 213 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS APPROVING THE CITY'S <br />P ARTICIP A TION IN A MEMORANDUM OF AGREEMENT FOR <br />THE AUSTIN-SAN MARCOS MSA EARLY ACTION COMPACT; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />WHEREAS, the City of San Marcos is committed to protecting the health and economic vitality <br />of the community; and <br /> <br />WHEREAS, protecting the region's aIr quality IS important to the community's health and <br />economic vitality; and <br /> <br />WHEREAS, the City of San Marcos is, with other communities in the region, exammmg a <br />variety of measures to improve the areas air quality; and <br /> <br />WHEREAS, the City of San Marcos understands that entering into an Early Action Compact <br />Agreement with the Environmental Protection Agency (EPA) and the Texas Commission on <br />Environmental Quality (TCEQ) provides Central Texas with a mechanism to address effectively the <br />region's air quality issues; and <br /> <br />WHEREAS, the Early Action Compact Agreement provides the City of San Marcos with <br />flexibility to choose those air quality improvement strategies most suitable to its circumstances and <br />resources; <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS: <br /> <br />PART 1. The City Council approves participation by the City of San Marcos in the attached <br />Memorandum of Agreement for the Austin/San Marcos MSA Early Action Compact to facilitate <br />attainment of the 8-hour ozone standard by 2007. <br /> <br />PART 2. The Mayor, RobeIi B. Habingreither, is authorized to sign the Early Action Compact <br />Agreement on behalf of the City. <br /> <br />PART 3.
