The City Council of the City of San Marcos, Texas, provided an opportunity for all <br />interested persons to be heard at two public hearings, held on September 23, 2002 , and <br />on September 24, 2002, to consider the proposed annexation by the City of the 1,448.06 <br />acre, more or less, tract of land described on the attached Exhibit A (the "Annexation Area"), <br />located off of IH-35 North, north of the Blanco Riv~r, in I-!,iYS County, Texas, and including the <br />Champions Crossing and Saddlebrook subdivisions. <br /> <br />2. The City has received petitions for annexation Irom the owners of portions of the <br />property included in the Almexation Area, a copy of each of which is attached to this ordinance <br />as Exhibit B. <br /> <br />3. An on-site public hearing has not been requested in writing by more than 20 of the <br />adults who are permanent residents of the Annexation Area. <br /> <br />4. A notice of each of the public hearings was published in the San Marcos Daily <br />Record, a newspaper having general circulation in the City and in the Annexation Area, on <br />September 11, 2002and September 12. 200~ these dates being on or after the 20th <br />day and before the lOth day before the date of the respective hearings. A notice of each of the <br />public hearings was also posted on the City's Internet website on or after the 20th day and before <br />the 10th day before the date of the respective hearings, and these notices remained posted on the <br />web site until the dates of the respective hearings. <br /> <br />5. Prior to the publication of the notices of the public hearings, the City Council directed <br />preparation of a service plan that provided for the extension of municipal services to the <br />Amlexation Area. <br /> <br />6. The proposed service plan was made available for inspection and explained to the <br />residents, if any, of the Annexation Area at the public hearings. <br /> <br />7. The Annexation Area is contiguous and adjacent to the current boundaries of the City. <br /> <br />8. Notice of all meetings of, and all deliberations of, the City Council involving the <br />annexation of the Annexation Area, including public hearings and the vote(s) on adoption of this <br /> <br />C:ITEMPlannex ord-NoI1h IH-35.doe <br />
