Patterson and Mr. Ronson:

On behalf of Benders on Development Co., Inc., I would respectfully request that an item be
put on the City Council Agenda for consideration at the April 27, 1998 Council meeting to consider
a service extension request for the 201.493 acre parcel.

Applicai'1l Benderson Development Co., Inc., would also ask that the City consider a water
service eXtension request to serve the easternmost 88.8 acres which is proposed for manufactured
housing as pan of this Laural Estates project. The current Conceptual Plan for this project as
submitted proposes to have the manufactured home community served by the current water service
provider MaAweU V./ater Supply Corporation. However, if the City would support the expansion of
that manufactured home project appro;.;jmately 800 feet funher to the west, the project would then
overlap the ceniiicated service areas of the City of San Marcos and Maxwell and put Benderson in
the position where it could request senrice from either service provider. If Benderson were in this
position, it \vouJd prefer to be served by the City of San Marcos.

EXHIBIT "B-2"
