<br />Precedent/or Actio1l <br />CTLS provided a guarantee against loss to member libraries which participated in the <br />Reciprocal Borrowing Program and Lateral InterLibrary Loan programs in FY 1990 <br />through FY 1995. The 12 participating members in the reciprocal borrowing and the <br />18 libraries in the Lateral InterLibrary Loan programs were eligible for <br />reimbursement for any lost or damaged materials. <br /> <br />Fillallcial Impact 011 tlie System budget <br />Few items were lost and even fewer claims were made under the Reciprocal <br />Borrowing and Lateral ILL program, and over six years CTLS paid out less than <br />$100. Anticipated costs for the first year (FY2001) of this program could be as high <br />as $500. Second year costs could increase to $ 1 000 if the rate of lending increases or <br />the TexShare Card program attracts more participants (the State Library has made <br />participation easy, and libraries may choose to join or withdraw at any time). The <br />financiaL strength of the System is adequate to bear that risk. <br /> <br />By reducing much of the risk to individual libraries, the System's Guaranteed Loan <br />Program will make it as easy as possible for CTLS members to pmticipate in the <br />TexShare Card program. <br />
