Hopkins <br />S3.:l rV::.:r~;)s, TX 78666 <br /> <br />Dear Mr. Watson, <br /> <br />We have been recently approached by several groups of San Marcos residents that have expressed <br />an interest in starting vanpools within your region. Vanpools are groups of 6 to 10 commuters who share <br />common home origins and work destinations. One person from the group volunteers to be the primary <br />driver. In return Capital Metro provides the vehicle, insurance, preventive maintenance and fuel for the <br />commuters. This program has many benefits for the region including; reducing single occupant vehicles, <br />which helps reduce traffic congestion, and provides for improved air quality. The cost of the program is <br />somewhat higher than the traditional cost ofthe in-service area vanpool program and requires Capital Metro <br />to recover 100% of the operating cost from drivers/members. <br /> <br />The City of San Marcos and Capital Metro are authorized to enter into a Letter of Agreement <br />("Agreement") pursuant to the provisions of the Interlocal Cooperation Act, Texas Government Code, <br />9791.001 et seq., Chapter 451 of the Texas Transportation Code, provides that Capital Metro may contract <br />with a municipality for the authority to provide public transportation services outside of its territory. This <br />vanpool program will benefit both parties in reducing air pollution and easing traffic congestion. <br /> <br />The City of San Marcos will not be obligated to provide any subsidy for the vanpool program and <br />t'hi, ."..f;ree!:le!'lt ';"~!! !.'lot ob]igat~ the City of San Marcos to any fin"'lcial terms or conditions. All costs are <br />the responsibility of the vanpool participants. It is hoped the city of San Marcos will consider allowing <br />Capital Metro the opportunity to provide this valuable service to your region. <br /> <br />Please provide your signature and the date on both originals in the space provided below if you <br />agree to the terms and conditions of this Agreement. Keep one original Agreement for your files and return <br />one original to me at the address listed on this letterhead. <br /> <br />This Agreement will automatically renew annually unless either party sends a notification, via <br />certified mail, with or without cause upon thirty (30) days written notices to the other party.
