<br />3. Preference will be given to applicants who use local suppliers, contractors and labor force. <br /> <br />Section C. Types of Incentives <br /> <br />1. It is the intent of the City of San Marcos to offer incentives on a case by case basis so that the <br />total package of incentives may be designed specifically for each project which is proposed. This <br />approach will allow the City the maximum flexibility which is necessary to satisfy the unique <br />needs and concerns of each applicant and the needs and concerns of the City and its citizens. <br /> <br />2. The criteria outlined in Section B, above, will be used to determine whether or not it is in the <br />bcst interests of the City of San Marcos to provide any incentives to a particular applicant. The <br />extent to which a proposed project furthers thc goals and objectives of the City of San Marcos <br />and the projected impact of the project on the City will be used to determine the types and value <br />of the incentives provided. <br /> <br />3. The following incentives may be requested and provided by the City Council to the applicant, in <br />the Council's sole discretion: <br /> <br />a. Reduction, elimination or reimbursement of building permit fees, plan review fces and <br />contractor licensing fees. <br />b. Reduction, elimination or reimbursement of processing fees for subdivision, zoning or <br />land use amendments. <br />c. Reduction, elimination or reimbursement of engincering review fees. <br />d. Reduction, elimination or reimbursement of utility tap fees. <br />e. Public participation in or financing of certain water, wastewater, drainage, street or <br />electrical system improvements. <br />f. Initiation of a municipal assessment program to pay for the costs of certain public <br />improvements. <br />g. Establishment, where legally allowed, of certain special districts such as public <br />improvement districts or tax increment financing districts. <br /> <br />Section D. Application Procedures <br /> <br />1. Any person, organization, joint venture, partnership, association, or corporation desiring that the <br />City of San Marcos consider providing incentives to encourage new development or redevelopment <br />Vil:ithin the City limits or the extraterritorial jurisdiction of San Marcos shall be required to comply <br />with the following application procedures. <br /> <br />a. Applicant shall f1le an application on a form provided by the City. <br />b. Applicant shall provide a plat showing the precise location of the property, all roadways <br />\vithin 200 feet of the site, and all existing zoning and land uses on the site. <br />c. A complete legal description of the property. <br />d. A brief description of the proposed development or redevelopment project, anticipated <br />project costs, estimated development schedule, projected construction start date, and <br />the total value of proposed improvements. <br />e. The type and total value of incentives being requested <br />f. Verification of initiating the development process and receiving conceptual approval. <br />g. The applicant shall provide any other information about the proposed project which <br />may be required by the City. <br /> <br />2. The application will be reviewed by the City Manager's staff for completeness and accuracy, and <br />comments will be received from appropriate departments. Once this information is compiled, <br />
