CE# 81250.P02

Dear Mr. Taggart:

Chapman Engineering has completed its review of your historical documents regarding this LPST Case. At this
time there appears to be a few areas which require addressing prior to the submission of a request for final site closure for
your lPST case. There does appear to be a lack of information regarding the upgradient Ground Water which may
actually be bringing in off site contaminants. Monitor Wells 6, 7 and 38 are the only upgradient wells available. Until
recently, MW 7 and 38 have been used to define a lateral limit of the known existing plume of contamination from the
former tank hold in the old yard. Monitor Well 6 has historically reflected higher levels of contaminates and more
recently it has demonstrated erratic fluctuations in the Ground Water Level. Due to the highly channeled nature of the
subsurface deposits in this area, as demonstrated in the cross sectionals provided in Attacbment 14, there exists a
possibility that MW 7 and 38 may be missing incoming contaminates from several upgradient sites located along East
Hopkins which operated underground storage tanks (UST's) in the recent past.

SCOPE OF SERVICE

Chapman Engineering will subconU'act a licensed well driller. Monitor Well location are selected based on access
to City of San Marcos Right o(Way (ROW) to limit off site access coordination. Chapman Engineering will supef\ise
&be constrUction of these up&radient welb and collect soil samples (three pet well) for anaJysis of TPH/BTEX as wen as
mange for the disposal of contaminated waste soils generated during drilling. Chapman Engineering will also perform
well development and obtain initial water samples for analysis ofTPHlBTEXlMTBE and survey in the Tops of C.asings
on the newly installed wells. initial Ground Water gauging and sampling will also include selected existing Ground
Water Monitoring Wells (as part of a separate proposal). Chapman Engineering will also coordinate for the disposal of
purged water developed dwing sampling.

(830) 816-3311 . (800) 375.7747 .
