<br />MINUTES OF PUBLIC HEARING <br /> <br />The undersigned, being the duly appointed and acting Hearing Officer for each of <br />Highlands County Health Facilities Authority ("Highlands") and Orange County Health <br />Facilities Authority ("Orange"), respectively, (collectively Highlands and Orange are, the <br />"Issuers") called to order and held a Public Hearing, on June 12, 2001 at 2:00 p.m., to discuss <br />and obtain public comments concerning (i) the proposed issuance by Highlands of its Revenue <br />Bonds (Adventist Health SystemlSunbelt) Series 2001 ("Highlands Bonds"), (ii) the proposed <br />issuance by Orange of its Revenue Bonds (Adventist Health SystemlSunbelt) Series 2001 <br />("Orange Bonds," and with the Highlands Bonds, the "Bonds"), and (iii) the use of the proceeds <br />of such bonds to finance, or to reimburse the owner, operator or manager for its payment of, the <br />costs of acquiring, constructing, renovating and equipping certain health facilities as more <br />particularly described in the Notice of Public Hearing described below (the "Project"). <br /> <br />The Hearing Officer declared that a Public Hearing, required by g 147(f) of the Internal <br />Revenue Code of 1986, as amended was open for purposes of discussing the Bonds and the <br />Project. <br /> <br />The Hearing Officer declared that the required Notice of Public Hearing announcing the <br />intention of Highlands and Orange to issued the Bonds and generally describing the Project was <br />published in the Killeen Daily Herald, being a newspaper of general circulation in the City of <br />San Marcos, Texas and Hays County, Texas, respectively, on May 23, 2001, as evidenced by a <br />Publisher's Affidavit attached hereto as Exhibit "A". <br /> <br />The Hearing Officer proceeded to hold the Public Hearing. No one appeared for the <br />Public Hearing between 2:00 p.m. and 2:30 p.m., and, therefore, there were no comments for or <br />against the Bonds or the Project. <br /> <br />After sufficient time was given for any comments with respect to the Bonds and the <br />Project, the Hearing Officer declared the Public Hearing closed at 2:30 p.m., June 12,2001. <br /> <br /> <br />~~~3j~ <br /> <br />Hearing Officer for <br />Highlands County Health Facilities Authority and <br />Orange County Health Facilities Authority <br /> <br />205268 _I.doc <br />62664/02986 <br />
