When a water meter is installed on or
near the property line or edge of an easement, the point of delivery is the terminal end on the discharge
side of the water meter.

Pollutant means a substance that impairs the quality of water in a manner or to a degree that does not
create a hazard to public health, but may adversely affect the aesthetic qualities of the water for domestic
use.

Potable water means water that complies with TNRCC rules for drinking water and other domestic uses.

Service connection means the terminal end of a service connection from the city water system, i.e.,
where the city loses jurisdiction and sanitary control over the water at the point of delivery to the
customer. If a meter is installed at the point of delivery, the service connection means the point at which
the terminal end on the discharge side of the water meter connects to the customer's system.

TNRCC means the Texas Natural Resource Conservation Commission or its predecessor or successor
agenCIes.

Sec. 86.554.
