1.3.3 Provide model output in Power Point compatible graphic format for use in
presentations by the City. Model will include emissions measured at the main lift station
and siphon.

1.3.4 Assess emissions measured, impacts on surrounding neighborhoods, effectiveness
of existing control technologies, and other factors, and develop life-cycle cost projections
for key odor control technologies to be considered by the City. It is anticipated that these
alternatives will include:

b) domes or low profile covers on the primary clarifiers,
c) rehabilitation of existing chemical scrubbing systems,
d) installation of a centralized treatment complex (biofiltration, chemical
scrubbing, and/or carbon treatment, as determined appropriate,
e) installation of an in-plant foul air collection system,
f) addition of controls at the main lift station or siphon, if determined to be
appropriate,
g) non-capital improvements, possibly including enhanced odor event response
procedures, alternate plant operating protocol, or other procedures not
necessarily involving capital investment,
h) chemical introduction at selected location, possibly including continued Iron
Salt dosage,
i) Corrosion control will be considered in covered areas and elsewhere as
appropriate.

1.3.5 Prepare and deliver 5 copies of a technical memorandum describing and
interpreting model results. Model results showing the projected effectiveness of various
odor control technologies evaluated will be included, as will the results of the life-cycle cost
analyses of alternatives.

1.3.6 Meet with City personnel to discuss findings of Task II prior to preparing the master
plan document described in Task III. It is understood that considerations of collection
system odor abatement needs, for this evaluation, will be confined to the Main Lift station
and adjacent 3-barrel siphon.

1.4 TASK 3 - PREPARE ODOR ABATEMENT MASTER PLAN REPORT

1.4.1 Compile information from Tasks I and II and prepare a "Master Plan" document
describing recommended odor abatement, their relative priorities, and projected capital and
operating costs of each. Engineer understands that report will be used by City for capital
improvement planning purposes. Five copies of draft report will be submitted for City
review. Each major control alternative recommended will include a brief listing of other
successful applications (locations, size, years of service) of the recommended technology.

1.4.2 Address City comments and finalize Master Plan report. Ten copies of the final
report will be delivered to the City.

3
