<br />(d) An answer does not inhibit the investigation of a complaint. <br /> <br />Sec. 46.054. Investigation. <br /> <br />(a) The fair housing officer shall promptly investigate all complaints and complete each <br />investigation, if possible, within 100 days after the complaint is filed. If the officer is unable to <br />complete an investigation within that time, the officer shall notify the complainant and the <br />respondent in writing of the reasons for the delay. <br /> <br />(b) In connection with an investigation, the fair housing officer may question and take and record <br />testimony and statements of all persons who appear and may examine, record and copy <br />information which is produced. <br /> <br />(c) During or after the investigation, the fair housing officer shall, attempt to effect voluntary <br />conciliation and assurance of future voluntary compliance with this article, if it appears that a <br />discriminatory housing practice has occurred or is about to occur. <br /> <br />(d) If the state or federal government has referred a complaint to the city, the fair housing officer <br />shall promptly investigate the allegations set forth in the complaint. <br /> <br />Sec. 46.055. Additional or substitute respondent. <br /> <br />(a) The fair housing officer may join a person not named in a complaint as an additional or <br />substitute respondent if in the course of the investigation the officer determines that the person <br />is the proper subject of the investigation. <br /> <br />(b) In addition to the information required in the notice to a respondent under section 46.052, the <br />fair housing officer shall include in the notice an explanation of the basis for the determination <br />that the person is properly joined as a respondent. <br /> <br />Sec. 46.056. Administrative hearing. <br /> <br />(a) Upon completion of the investigation by the fair housing officer and if conciliation has not <br />been successful, the fair housing officer shall conduct an administrative hearing on refer the <br />complaint and thc an5WCI, if any, to the conmlission, togctheI with a full Ieport ofthc officCI'5 <br />in v c5tigation. <br /> <br />(b) The :An administrative hearing shall be conducted by the commission within 30 days of the <br />date the fair housing officer completes the investigation IcJCl5 a complaint to thc conmlission. <br />N otiee of the hearing 5hall bc p05ted in complial1cc tv ith 5tate la tV.
