<br />the Texas Fair Housing Act as amended. <br /> <br />(b) The fair housing officer conullission shall treat a complaint referred by the Secretary of <br />Housing and Urban Development or the Attorney General of the United States under the Fair <br />Housing Act, as amended, or by the Texas Commission on Human Rights under the Texas Fair <br />Housing Act, as amended, as a complaint filed under this article. No action will be taken under <br />this article against a person for a discriminatory housing practice if the referred complaint was <br />filed with the governmental entity later than one (1) year after an alleged discriminatory practice <br />occurred or terminated. <br /> <br />SECTION 3. Sections 86.166 and 86.168 of the City Code are amended as follows (underlining <br />indicates added text; OvCIstlikc indicates deleted text): <br /> <br />Sec. 86.166. Rules and regulations. <br /> <br />The city council dcetIic utility boa1d is authorized and directed to promulgate, revise, amend and <br />supplement the city electric utility rules and regulations for electric service, subject to the <br />following: <br /> <br />(1) The city council dCCtlic utility boa1d may propose changes to the rules and <br />regulations only at a public meeting, to which notice is given as required by the Texas Open <br />Meetings Act, V.T.C.A., Government Code S 551.001 et seq. <br /> <br />(2) Proposed rules and regulations must be published twice in a newspaper of general <br />circulation in the city, and notice of a public hearing must be given with the publications not <br />more than 22 days or less than eight days before the public hearing is held. <br /> <br />(3) Adoption of proposed rules and regulations by the city council electlie utility boald <br />may occur after a public hearing has been closed and not more than 30 days thereafter, or the <br />council board must schedule, provide public notice for and conduct a separate public hearing <br />before the proposed rules and regulations may be adopted. <br /> <br />(4) Any proposed rule or regulation that is adopted by the city council dCGtlic utility <br />board must be published at least once in a newspaper of general circulation in the city. <br /> <br />(5) A rule or regulation adopted by the city council dectlic utility board shall not take <br />effect less than 30 days from the date of its first publication in a newspaper of general circulation <br />in the city. <br /> <br />(6) Any and all rules and legulations adopted by thc dectlie utility boa1d a1C 5ubjcct to <br />a wlitten appcal by any IatcpaycI aftcI they havc bccn adopted.
