Traffic Analysis
Bishop Street Sewer construction
Jim Klein 9-25-2001

Closure of Bishop Street between Belvin and Prospect will have a significant impact on
the streets to be utilized as detour routes. Clara Street in a residential street with limited
pavement width. It is currently difficult for two cars that meet to pass on this street. The
same is true of Quarry Street.

During the closure of Bishop, traffic will be directed on Prospect to Quarry or Clara, then
to Belvin, then back to Bishop. This is not a very direct route, so the traffic traveling this
detour will need to be able to read and follow many directional signs. There is also
limited site distance along Quarry Street because of it's curvature, and along Clara
because of the trees. All of these factors contribute to the appropriate design speed.

The people who live in Westover will continue to use these detour routes during
construction as there are limited alternatives available to them. Especially during the
morning and early evening hours, traffic volumes on Belvin, Clara, Prospect and Quarry
can be expected to increase significantly.

In order to safely handle this increase traffic, a lower speed limit is advisable. It is my
recommendation that this area be posted with 25mph speed limits for the duration of
construction.
