<br />Traffic Analysis <br />Bishop Street Sewer construction <br />Jim Klein 9-25-2001 <br /> <br />Closure of Bishop Street between Belvin and Prospect will have a significant impact on <br />the streets to be utilized as detour routes. Clara Street in a residential street with limited <br />pavement width. It is currently difficult for two cars that meet to pass on this street. The <br />same is true of Quarry Street. <br /> <br />During the closure of Bishop, traffic will be directed on Prospect to Quarry or Clara, then <br />to Belvin, then back to Bishop. This is not a very direct route, so the traffic traveling this <br />detour will need to be able to read and follow many directional signs. There is also <br />limited site distance along Quarry Street because of it's curvature, and along Clara <br />because of the trees. All of these factors contribute to the appropriate design speed. <br /> <br />The people who live in Westover will continue to use these detour routes during <br />construction as there are limited alternatives available to them. Especially during the <br />morning and early evening hours, traffic volumes on Belvin, Clara, Prospect and Quarry <br />can be expected to increase significantly. <br /> <br />In order to safely handle this increase traffic, a lower speed limit is advisable. It is my <br />recommendation that this area be posted with 25mph speed limits for the duration of <br />construction. <br />
