<br />10. <br /> <br />Regular Meeting <br /> <br />January 4, 2005 <br /> <br />Page 10 <br /> <br />DOCUMENTS WITH THE STATE OF TEXAS ON BEHALF OF THE CITYj AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />,.... <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE EXTENSION OF AN ANNUAL CONTRACT WITH B20 & ASSOCIATES' <br />FOR THE PROVISION OF WATER METERS FOR THE WATER AND WASTEWATER <br />UTILITY DEPARTMENTj AUTHORIZING THE PURCHASING MANAGER TO EXECUTE THE <br />APPROPRIATE DOCUMENTS RELATED TO THIS CONTRACT EXTENSION ON BEHALF OF <br />THE CITYj AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE CITY AND HAYS COUNTY IN <br />CONNECTION WITH THE CITY'S USE OF A SPECIALIZED RESPONSE VEHICLEj <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON BEHALF OF <br />THE CITYj AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Narvaiz introduced a discussion regarding fiscal year 2005 Social <br />Service funding for the Hays/Caldwell Council on Alcohol and Drug Abuse <br />Crisis Hotline Program. Mr. O'Leary stated every budget year the Human <br />Services Advisory Board makes recommendations to the Council for Social <br />Service funding. He stated the Human Services Advisory Board recommended <br />funding $15,000.00 to the Hays/Caldwell Council on Alcohol and Drug Abuse <br />Center for a crisis hotline. He stated before the money was allocated, <br />Hays/Caldwell Council on Alcohol and Drug Abuse Center contacted the City <br />to inform Staff they would not be providing a crisis hotline service. He <br />stated Hays/Caldwell Council on Alcohol and Drug Abuse Center stated the <br />crisis hotline service was being provided by the 211 service. He stated <br />on November 8, 2004, the Council requested the Human Services Advisory <br />Board make a recommendation for the allocation of the $15,000.00 for a <br />crisis hotline service. Mr. Mihalkanin stated he supports the Human <br />Services Advisory Board recommendation to allocate the $15,000.00 to the <br />Souths ide Community Center for a crisis hotline. Mr. Guerrero inquired as <br />to whether the Human Services Advisory Board found a need for a crisis <br />hotline, since there is a 211 service. Toby Hooper, Chair of the Human <br />Services Advisory Board, stated he contacted Kay Uresti, Director of 211 <br />Texas Volunteer Center of the Austin United Way. He stated Ms. Uresti <br />informed him, there is only a verbal agreement for the crisis hotline <br />service and if anyone called from San Marcos, they would help them. He <br />also stated 211 is an informational referral service, which is not able to <br />counsel anyone who calls for help. He stated the Human Services Advisory <br />Board believes there is a need in the community for a crisis hotline. Mr. <br />Diaz inquired whether the phone number published in the phone book would <br />remain the same crisis hotline phone number. Mr. Hooper stated the Human <br />Services Advisory Board did confirm the crisis hotline phone number would <br />remain the same. Mayor Narvaiz inquired as to the method used to find a <br />social service group to provide the crisis hotline services. Mr. Hooper <br />stated the Human Services Advisory Board notified all the social service <br />
