30. <br />Regular Meeting January 18, 2005 Page 2 <br />other incentive to such a business prospect (downtown area; McCarty <br />Road/IH 35 area; Centerpoint Road/IH35 area; Highway 123/IH35 area; hotel <br />and conference center project; auto parts supplier). Mr. Mihalkanin moved <br />the Council adjourn into Executive Session at 6:02 p.m. and Mr. Diaz <br />seconded the motion, which passed unanimously. (Mr. Guerrero present at <br />6:22 p.m.). <br />Mr. Mihalkanin moved the Council reconvene into public meeting at 6:59 <br />p.m. and continue Executive Session later in the meeting, and Mr. <br />Thomaides seconded the motion, which passed unanimously. <br />Mayor Narvaiz introduced for consideration action or direction to Staff on <br />matters discussed in Executive Session. Mr. O'Leary stated Council <br />provided direction regarding a proposed development incentive for property <br />located on Hwy. 123. He also stated Council provided direction regarding <br />two lawsuits. He stated the Council also provided direction for economic <br />development negotiations for downtown area, Centerpoint area and a <br />financial incentive for an auto parts supplier. <br />Mayor Narvaiz introduced the Pledge of Allegiance, which was lead by the <br />Noon Lions Club. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Raymond Chapa Jr. <br />stated he works for Congressman Henry Cuellar. He stated Mr. Cuellar has <br />opened an office in San Marcos. He stated this office will cover Hays, <br />Comal and Guadalupe County areas. He provided the Council with contact <br />information. <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated the sales <br />tax figure for January is up 4.8 percent compared to January of 2004. He <br />also stated the sales tax for the entire year is up 8.5 percent. <br />Mayor Narvaiz introduced the City Council's Report. 1) Mayor Narvaiz <br />stated she attended the groundbreaking for the Seventh Day Adventist <br />Church. 2) Mayor Narvaiz stated the Clergy Breakfast will be held on <br />Wednesday, January 19, 2005, at 8:00 a.m. at the Activity Center. 3) <br />Mayor Narvaiz stated the Citizen Summit is scheduled for Thursday, January <br />27, 2005 from 7:00 p.m.-9:00 p.m. at the Activity Center. She stated this <br />will be a great opportunity for citizens to come and share what they <br />believe the future of San Marcos should be. 4) Mayor Narvaiz thanked <br />Harvey Miller for all his hard work on the MLK celebration. <br />Mayor Narvaiz introduced for consideration approval of minutes of the of <br />the Regular Meeting held January 4, 2005, approval of three Ordinances on <br />second reading, adoption of four Resolutions, and approval of Change in <br />Services No. 2 in the amount of $75,232.38 to the E. Hutchison <br />
