4. Ouarterly Leadership Forum Regarding Current Status of Strategic Initiatives and <br />direction to staff. <br />Dr. Richard Lewis provided the synopsis for this quarter's Leadership Forum and then handed <br />the floor over to staff. Staff provided Council with updates regarding the five Strategic <br />Initiatives. Direction was provided to add Austin Community College as a bullet for the job <br />creation through partnerships, include Austin Apartment Association when comparing data <br />collected on our housing and provide data on the Healthy City Task Force to the Mayor. <br />5. Executive Session under the authority of the Texas Government Code Section 551.071 to <br />receive advice of legal counsel regarding: <br />A. The City of San Marcos' rights and obligations under a Chapter 380 Economic <br />Development Agreement with Stone Creek Crossing, L.P. <br />The Executive Session adjourned at 6:02 p.m. on Tuesday, April 19, 2011. <br />6. Discussion and presentation by the Hays County Tax Appraisal Office and direction to <br />staff. <br />Mr. David Valle, Hays County Chief Appraiser, provided a presentation discussing the economic <br />outlook related to the Fiscal Year 2011 tax appraisal process, and other topics related to his <br />office. <br />7. Receive a presentation from Mr. John Rees, Economic Development Director of <br />CAPCOG, regarding his recent Economic Report on the City of San Marcos' affordability, <br />and provide direction to staff. <br />Mr. John Rees, Economic Development Director of CAPCOG, provided a presentation <br />explaining his recent Economic Report on the City of San Marcos' affordability. <br />8. Invocation <br />Pastor Pedro Saenz with Casa de Israel provided the invocation. <br />9. Pledge of Allegiance <br />Blake Flores a 5th grader from Hernandez Elementary School and a member of Hernandez <br />Ambassador's Club led the assembly in the Pledge of Allegiance. <br />10. 30 Minute Citizen Comment Period <br />Charles Soechting, 107 Oak Shadow, spoke.in favor of the selection of Red Bird Aviation. <br />Theodore Dake, 220 N. Johnson, asked Council to please vote yes for Red Bird Aviation and <br />provided reasons why he supported their proposal. <br />
