Regular Meeting February 1, 2005 Page 4 AWARDING A CONTRACT TO CLASSIC CHEVROLET FOR THE PURCHASE OF THESE - TWO TRUCKS THROUGH THE HGAC, AUTHORIZING THE PURCHASING MANAGER TO EXECUTE THE APPROPRIATE PURCHASING DOCUMENTS ON BEHALF OF THE CITY, AND DECLARING AN EFFECTIVE DATE Mayor Narvaiz lntroduced for conslderation a public hearing and approval of an Ordinance on first reading, the caption which was read as follows AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, RENEWING THE EXISTING FRANCHISE AGREEMENT BETWEEN THE CITY AND THE BLUEBONNET ELECTRIC COOPERATIVE, INC FOR A PERIOD OF FIVE YEARS, AMENDING THE AGREEMENT TO PROVIDE FOR AUTOMATIC RENEWAL OF THE AGREEMENT FOR FIVE YEAR PERIODS, AMENDING REPORTING REQUIREMENTS, PROVIDING CONFORMANCE WITH STATE RATEMAKING STATUTES, PROVIDING FOR WRITTEN ACCEPTANCE TO BE FILED BY THE BLUEBONNET ELECTRIC COOPERATIVE, INC , AND PROVIDING AN EFFECTIVE DATE Mayor Narvaiz opened the public hearing and asked if anyone wished to speak No one did, so Mayor Narvalz closed the publlc hearing Mr Thomaides moved for approval of the Ordlnance on flrst reading, and Mr Guerrero seconded the motion, whlch passed unanlmously Mayor Narvaiz introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption whlch was read as follows AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DESIGNATING A CONTIGUOUS GEOGRAPHIC AREA WITHIN CITY OF SAN MARCOS AS TAX INCREMENT FINANCING REINVESTMENT ZONE NO TWO, PURSUANT TO CHAPTER 311 OF THE TEXAS TAX CODE, CREATING A BOARD OF DIRECTORS FOR THE ZONE, CONTAINING FINDINGS, AND INCLUDING PROCEDURAL PROVISIONS Mayor Narvaiz opened the publlc hearing and asked If anyone wished to speak 1) Bill Calderon, Hawes Hlll Calderon, L L P , stated the he previously came before the City Council for approval of the issuance of a letter to the taxing Jurisdictions notifying them of the City's consideration of the creation of this Reinvestment Zone He stated both the Hays County Consolldated Independent School Dlstrlct and Hays County received the concept of the Relnvestment Zone He stated Hays CISD supported the concept, while the County welcomed the opportunity to negotiate an Interlocal Agreement for the Relnvestment Zone He provided the Council wlth a copy of the prellminary ProJect plan and Relnvestment Zone Financing plan He stated the purpose for the Reinvestment Zone would be to serve as a financlng mechanism to reimburse costs associated with the construction of a rallroad overpass on Yarrlngton Road at its intersection with the Union Pacific Railroad tracks near the Clty limlts in Hays County He also stated the proposed project will improve the mobility in the region, increase safety and securlty for area residents, and complete the first leg of the loop around the City Mayor Narvalz
