<br />71. <br /> <br />Regular Meeting <br /> <br />February 1, 2005 <br /> <br />Page 4 <br /> <br />AWARDING A CONTRACT TO CLASSIC CHEVROLET FOR THE PURCHASE OF THESE <br />- <br />TWO TRUCKS THROUGH THE HGAC, AUTHORIZING THE PURCHASING MANAGER TO <br />EXECUTE THE APPROPRIATE PURCHASING DOCUMENTS ON BEHALF OF THE CITY, <br />AND DECLARING AN EFFECTIVE DATE <br /> <br />Mayor Narvaiz lntroduced for conslderation a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />RENEWING THE EXISTING FRANCHISE AGREEMENT BETWEEN THE CITY AND THE <br />BLUEBONNET ELECTRIC COOPERATIVE, INC FOR A PERIOD OF FIVE YEARS, <br />AMENDING THE AGREEMENT TO PROVIDE FOR AUTOMATIC RENEWAL OF THE <br />AGREEMENT FOR FIVE YEAR PERIODS, AMENDING REPORTING REQUIREMENTS, <br />PROVIDING CONFORMANCE WITH STATE RATEMAKING STATUTES, PROVIDING FOR <br />WRITTEN ACCEPTANCE TO BE FILED BY THE BLUEBONNET ELECTRIC <br />COOPERATIVE, INC , AND PROVIDING AN EFFECTIVE DATE <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak No one did, so Mayor Narvalz closed the publlc hearing Mr <br />Thomaides moved for approval of the Ordlnance on flrst reading, and Mr <br />Guerrero seconded the motion, whlch passed unanlmously <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption whlch was read as follows <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DESIGNATING A CONTIGUOUS GEOGRAPHIC AREA WITHIN CITY OF SAN MARCOS AS <br />TAX INCREMENT FINANCING REINVESTMENT ZONE NO TWO, PURSUANT TO <br />CHAPTER 311 OF THE TEXAS TAX CODE, CREATING A BOARD OF DIRECTORS FOR <br />THE ZONE, CONTAINING FINDINGS, AND INCLUDING PROCEDURAL PROVISIONS <br /> <br />Mayor Narvaiz opened the publlc hearing and asked If anyone wished to <br />speak 1) Bill Calderon, Hawes Hlll Calderon, L L P , stated the he <br />previously came before the City Council for approval of the issuance of a <br />letter to the taxing Jurisdictions notifying them of the City's <br />consideration of the creation of this Reinvestment Zone He stated both <br />the Hays County Consolldated Independent School Dlstrlct and Hays County <br />received the concept of the Relnvestment Zone He stated Hays CISD <br />supported the concept, while the County welcomed the opportunity to <br />negotiate an Interlocal Agreement for the Relnvestment Zone He provided <br />the Council wlth a copy of the prellminary ProJect plan and Relnvestment <br />Zone Financing plan He stated the purpose for the Reinvestment Zone <br />would be to serve as a financlng mechanism to reimburse costs associated <br />with the construction of a rallroad overpass on Yarrlngton Road at its <br />intersection with the Union Pacific Railroad tracks near the Clty limlts <br />in Hays County He also stated the proposed project will improve the <br />mobility in the region, increase safety and securlty for area residents, <br />and complete the first leg of the loop around the City Mayor Narvalz <br />
