<br />recommendations, regarding the following: <br /> <br />(1) the availability of city programs and services to minorities and., women and <br />youth in the city; <br /> <br />(2) possible new programs and services to enable minorities and., women and :youth <br />to reach their full potential in housing, jobs, and community life and activities; <br />and <br /> <br />(3) methods by which minorities and;- women and :youth can take responsibility for <br />strengthening existing programs and services, and for providing new programs <br />and services, to aid minorities and., women and :yonth. <br /> <br />(b) The commission will also: <br /> <br />(1) coordinate with other governmental entities, and with private citizens, institutions <br />and agencies regarding programs and services to aid minorities and ;- women and <br />yottth in the city; <br /> <br />(2) continue the Women's Hall of Fame, and develop other programs to recognize <br />achievement and contribution to the San Marcos community by minorities and <br />., women and )I outh; and <br /> <br />(3) collect information on instances of discrimination against minorities and., women <br />and :y onth in the San Marcos community and refer the information to appropriate <br />agencies. <br /> <br />( c) The commission will also serve in a mediation role to hear complaints of <br />discrimination in housing practices within the city under the temlS of Chapter 32 of this Code. <br />In this respect, the commission will have the power to <br /> <br />(1) Solicit and hear testimony, and solicit and examine evidence; <br /> <br />(2) serve as a mediator to assist the parties in resolving complaints; <br /> <br />(3) make written findings and recommendations for resolution of complaints where <br />the parties cannot agree on a resolution. <br /> <br />Participation before the commission is voluntary, and the commission's findings and <br />recommendations are not binding on the parties. <br /> <br />SECTION 2. Chapter 2, Article 3, Division 17 of the City Code is added as follows (underlining <br />indicates added text): <br /> <br />DIVISION 17. YOUTH COMMISSION <br /> <br />Sec. 2.362. Established: composition: terms. <br /> <br />( a) The San Marcos Youth Commission is established. The commission is composed of <br />15 members appointed by the city council.
