<br />4. A citizens' comment period will last for at least 30 days after the publication of <br />the consolidated plan. <br /> <br />5. Comments and views expressed by citizens on the proposed plan will be <br />considered by the City and enclosed in summary form to the plan. Any comments <br />or views not followed will be accompanied by the reasons why they were not <br />accepted. <br /> <br />6. The City will provide a timely, substantive written response to every written <br />citizen complaint, within an established period of time (within 15 working days, <br />where practicable). <br /> <br />7. While the citizens of the City of San Marcos will provide input and direction for <br />the development of the CDBG program, City Council will have the ultimate <br />responsibility to determine how and where the Community Development funds <br />will be spent. <br /> <br />AMENDMENT PROCESS <br /> <br />The amendment process shall include at least one public hearing before the City Council <br />and a 30-day citizen comment period. This process will only be required for a substantial <br />amendment to the Consolidated Plan. A substantial amendment shall include: <br /> <br />1. The addition of a new project to the current Action Plan. <br />2. Any funding change to an existing project in excess of 20% of the total project <br />allocation. <br />3. Any change in the priorities of the 5-Year Consolidated Plan. <br /> <br />ACTION PLAN <br /> <br />As part of 24 CFR Part 91, the City of San Marcos is required to develop a yearly Action <br />Plan that details the projects to be undertaken with CDBG funds for the following year. <br />The following steps must be taken with the development ofthe yearly Action Plan: <br /> <br />I.At least two public hearings must be held meeting the same standards as those <br />held for the development of the Consolidated Plan <br />2.There will be a 3D-day citizen comment period following the approval of the <br />Action Plan by City Council. The Action Plan will be available for public <br />viewing at the San Marcos Public Library and local government offices. In <br />addition, the City will provide a free number of copies to citizens and local <br />groups that request a copy of the Action Plan. <br /> <br />GRANTEE PERFORMANCE REPORT <br />
