<br />January 26. 2000 <br /> <br />A IT ACHMENT "A" <br /> <br />INDUSTRIAL W ASTEW A TER MANAGEMENT and TECHNICAL SERVICES <br /> <br />In performing the program management and technical services for the City of San Marcos <br />(COSM), Freese and Nichols, Inc. (FNI) will complete the following tasks: <br /> <br />TASK 1 - Program Management of Overall Tasks <br /> <br />Perform Project Management and direction and coordination of activities. Such direction and <br />coordination will include scheduling and communication between the City, FNI, regulatory <br />agencies, Hays Energy Limited Partnership and their consultants, and other identified <br />stakeholders. Specific elements include: <br /> <br />1. Prepare project schedule, monitor and update the schedule monthly. <br />2. Prepare agenda and conduct weekly teleconference with stakeholders <br />3. Prepare agenda and conduct biweekly coordination meetings in San <br />Marcos <br />4. Provide status reports to the City and Hays Energy not less than monthly. <br /> <br />TASK 2 - Development of Alternate Discharge and Outfall Line <br /> <br />2. A. Provide a preliminary evaluation of feasibility for constructing a <br />new effiuent discharge outfall for the City's wastewater treatment plant. <br />Evaluation will consider a maximum of three alternative scenarios that <br />result from a workshop(s) with project stakeholders. <br /> <br />Evaluation will consider the probable capital and operating costs of each alternative as <br />well as the potential environmental and regulatory impacts. Attend up to six meetings in <br />San Marcos to discuss wastewater disposal options for the Hays Energy Facility. <br /> <br />B. Prepare a project plan to obtain the required permit and construct the required facilities to <br />allow acceptance and cost effective management of the Hays Energy Facility wastewater <br />by the City. Task elements include: <br /> <br />1. Conduct a kickoff meeting to discuss the proposed permitting strategy and modify <br />the plan as necessary. <br />2. Conduct up to eight coordination meetings to review status, discuss changes in the <br />project, or review application exhibits and project design documents. <br />3. Prepare a preliminary design memorandum for the extension of the WWTP <br />effluent outfall. The memorandum will include recommendations for the design <br />flow rate, the discharge location, and pipe size and general alignment. The <br />memorandum will also include a preliminary opinion of probable construction <br />cost. <br /> <br />Page 1 of3 <br />
