Thus regional councils cannot shift dollar <br />amounts into future years. If an activity and its budget are moved into <br />another budget year, then it becomes a new request for ACSEC <br />Commission consideration and also it is contingent upon available <br />surcharge funds. Also, when strategic plans are submitted with <br />reductions and decreases, the overall allocation is decreased. ACSEC <br />stated that internal revenue projections will be used due to significant <br />differences. It was stated that unfortunately, in the past, these <br />differences have impacted the allocation process. ACSEC requires that all call taking equipment at <br />a PSAP be the same type so that all of the features and functions are <br />redundant in order to provide adequate backup in case of failure of any <br />of the answering positions.
