Section 5: RECORDERS

9 5.01
Subject:

Recorder use and limits

Reference: ACSEC Rule 251.6 - Guidelines for Strategic Plans, Amendments, and
Equalization Surcharge

Source:

Policy:

9 5.02
Subject:

January 6, 1997 letter on recorders

Section (F) of Rule 251.6 and subsections (2a), (2C) (2g)(ii) and (2i)
outline the basic parameters for the purchase of recorders. The rule
states that COGs are justified in purchasing 4 or 10 channel recorders
and can do so by spending up to $10,000 or $20,000 respectively. The
rule states that only actual costs will be paid for - Section 2 (i).

Subsection 2(g)(ii) of the rule addresses cost sharing. The rule states
that when the PSAP requires a given size of recording equipment, and
the other agency requires additional channels, the Commission will fund
the size of recording equipment needed to record the delivery of 9-1-1
calls, and the other agency will fund all additional equipment.

Subsection (2c) of the rule addresses the justification a larger recorder
system. The rule states that the Commission will fund the purchase of
voice recorders, as justified, to record 9-1-1 call delivery. Call volumes
in excess of 90 minutes per day will normally be required to justify larger
systems. It should be noted that Rule 251.6 (g)(l) states that when the
minimum size of recorder provides more channels than is needed by the
PSAP, the other agency may use the extra channels.

ACSEC Rule 251.6 and recorder caps

Reference: Commission Action

Source:

Policy:

September 12, 1996 - ACSEC Commission meeting follow-up memo

The Commission approved the posting of proposed amendments for
Rule 251.6 - Guidelines for Strategic Plans, Amendments; and
Equalization Surcharge Allocation to include cap increases for
Recorders. The increase raises the caps for 4-Channel Recorders to
$10,000 and for 1 a-Channel Records to $20,000.

ACSEC Policies and Procedures
February 1999

Page 21
