<br /> <br />Service Plan for the Annexation of a 35.43-Acre Tract <br /> <br />Pursuant to the provisions of the Texas Local Government Code, Chapter 43, Subchapter C-1, Section <br />43.065, the following service plan is hereby adopted for the annexation of a 35.43-acre tract, as described <br />in Exhibit A. The property is being annexed at the request of the owner of the property, Jane Hughson. <br />The land included in the annexation is vacant with the exception of one house currently under <br />construction by the owner of the property. <br /> <br />1. Police Protection: <br />Police services, including patrolling, response to calls and other routine services, will begin on the <br />effective date of the annexation using existing personnel and equipment. <br /> <br />2. Fire Protection: <br />Fire protection services, including emergency response calls, will begin on the effective date of the <br />annexation using existing personnel and equipment, and within the limitations of the available water <br />supply. <br /> <br />3. Emergency Medical Services: <br />Emergency medical services, including emergency response calls, will continue at the same level of <br />service after the annexation. The City of San Marcos contracts for emergency medical services through <br />San Marcos - Hays County EMS, which already provides service to the area being annexed. <br /> <br />4. Solid Waste Collection: <br />Solid waste collection services, provided under contract with Browning Ferris, Inc., will be made available <br />to all residences on the effective date of the annexation. Residents of the annexed area may eject to <br />continue using the services of a private solid waste hauler for a period of two years after the effective date <br />of the annexation. Businesses and institutions must make arrangements with private solid waste haulers. <br /> <br />5. Operation and Maintenance of Water and Wastewater Facilities: <br />Water and wastewater services are currently in place near the perimeter of the property being annexed, <br />and may be accessed for the provision of service to the property, subject to the city's utility connection <br />policies. Operation and maintenance of existing water and wastewater facilities in the area of the <br />annexed property are the responsibility of the City of San Marcos. <br /> <br />Due to the extremely low density of the development on land included in the annexation (one home on 35 <br />acres) and the steep terrain of the area, the owner of the property may elect to use a private water well <br />and a private, on-site wastewater disposal system. This level of service is comparable to what would be <br />offered to owners of property in other areas of the city with similar land uses, terrain and density. <br /> <br />PAGE 1 of 2 of <br />EXHIBIT J3 <br />
