Ensure that no officer above the rank of Lieutenant (or equivalent title) will be <br />reimbursed for enforcement duty. <br /> <br />M. Support grant enforcement efforts with public information and education (PI&E). <br />Enforcement salaries being claimed for PI&E activities must be included in the <br />budget. <br /> <br />N. Subgrantees with a Traffic Division will utilize traffic personnel for this grant <br />unless such personnel are unavailable for assignment. <br /> <br />O. Officers assigned to Speed sites should be trained in the use of radar or laser <br />speed measurement devices. <br /> <br />P. Officers assigned to OP sites should be trained in the Traffic Occupant <br />Protection Strategies (TOPS) course approved by the Texas Commission on <br />Law Enforcement Officer Standards and Education (TCLEOSE). <br /> <br />Q. Require that all officers assigned to work DWI enforcement are trained in the <br />NHTSA/IACP DWI Detection Standardized Field Sobriety Testing (SFST). <br />Provide a letter to the Department from the enforcement agency head, training <br />officer, or authorized individual stating that the officers working the grant are <br />trained. For a first year DWI grant, the officers can be trained or must be <br />scheduled to be SFST trained by the end of the grant year. <br /> <br />R. Prior to conducting Speed enforcement, the Subgrantee must select and survey <br />enforcement sites that comply with existing state mandated speed limits in <br />accordance with the Texas Transportation Code, Sections 545.352, 545.353, <br />and 545.356. <br /> <br />S. Conduct speed zone surveys to determine appropriate STEP sites. Surveys <br />may be conducted prior to the beginning of the grant. Those departments <br />choosing to conduct the speed zone surveys during the first month of the grant <br />must submit them with a completed Operational Plan within the first thirty (30) <br />days of the grant. If the Subgrantee selects the option of submitting the Plan <br />within the first 30 days, no enforcement activity, with the exception of the <br />surveys, may take place prior to receiving written Department approval of the <br />Operational Plan. <br /> <br />T. Ensure that salaries for employees reimbursed under this grant will in no way <br />supplant (Le., replace state or local expenditures with the use of federal grant <br />funds) Subgrantee wages for activities which are already supported by local or <br />state funds. <br /> <br />Comprehensive.6/99 <br /> <br />7 <br />
