RESOLUTION 2011- 115 R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AUTHORIZING THE SUBMISSION OF A GRANT <br />APPLICATION TO THE UNITED STATES DEPARTMENT OF <br />HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT <br />AGENCY (THE "U.S. DHS - FEMA ") FOR AN FY 2011 ASSISTANCE TO <br />FIREFIGHTERS GRANT ( "AFG ") IN THE ESTIMATED AMOUNT OF <br />$383,800.00 FOR THE PURCHASE AND IMPLEMENTATION OF A GPS <br />TRAFFIC PREEMPTION SYSTEM; APPROVING THE CITY'S <br />EXPENDITURE OF LOCAL MATCHING FUNDS IN THE AMOUNT OF <br />$38,380.00; AUTHORIZING THE CITY MANAGER TO ACT ON THE <br />CITY'S BEHALF WITH REGARD TO THE SUBMISSION OF THIS <br />APPLICATION AND ALL RELATED DOCUMENTS INCLUDING <br />CONTRACTS WITH THE U.S. DHS -FEMA AND OTHER PARTIES AS <br />NECESSARY TO IMPLEMENT THE GRANT; AND DECLARING AN <br />EFFECTIVE DATE. <br />RECITALS: <br />1. The City's Fire Department wishes to purchase and to have installed, a Traffic <br />Preemption System ( "TPS ") which will improve the safety of responding firefighters and the <br />motoring public as well as resulting in improved response times because the TPS will preempt <br />existing traffic light systems, clear the traffic lane and allow emergency vehicles to safely <br />proceed. <br />2. The City is requesting financial assistance from the U.S. DHS -FEMA for the <br />purchase and installation of a TPS. <br />3. The total cost for the purchase and installation of the TPS is estimated to be <br />$383,800.00, and the City will be responsible for 10% of the total Project costs currently <br />estimated to be $38,380.00. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The submission of a grant application to the U.S. DHS -FEMA for an FY <br />2011 Assistance to Firefighters Grant in the estimated amount of $383,800.00 is authorized. <br />PART 2. The City's expenditure of approximately 10% of the total cost for the TPS <br />which is currently estimated to be $38,380.00 is approved. <br />PART 3. The City Manager is authorized to act on the City's behalf with regard to <br />the submission of this application and all related documents including contracts with the United <br />1 <br />
