<br />8 . <br />Regular Meeting <br /> <br />November 1, 2005 <br /> <br />Page 8 <br /> <br />Mayor Narvaiz introduced a discussion regarding update on Post Road Paving <br />and Drainage Improvements Sabas Avila, Assistant Director of Engineering <br />Department, provided the Council with an update regarding the Post Road <br />Paving and Drainage Improvements Project He stated the goal is to <br />increase capacity and safety He stated Post Road will be widened to a <br />three lane road with enough right-of-way for a fourth lane in the future <br />He stated the drainage problems will also be addressed during the road <br />construction He stated the construction will include bike lanes on both <br />sides of the road and a sidewalk on the west side of the road He also <br />stated the delay with this project was because of the difficulties of <br />getting right-of-way from Union Pacific, which has been resolved He <br />stated this project will go out for bids in December, 2005, with <br />construction to begin in March, 2006 He also stated this will be a two- <br />year project Mayor Narvaiz inquired how the residents of this area will <br />be notified of the construction Mr Avila stated the Engineering <br />Department will be hosting a neighborhood meeting to provide contact <br />information for contractors and the Engineering Department Mr Diaz <br />stated he feels there should be well publicized construction information <br />for the general public, schools and to the apartment complexes in that <br />area Mr Avila reminded Council about the rising cost of construction, <br />and he stated this project will be more expensive than originally <br />estimated <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding Activity Center Water <br />Aerobics Program Fees The Council agreed by consensus to delay this <br />discussion until another Council Meeting <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding update on Pole Attachment <br />Agreements Mr Mark Taylor provided a handout to the Council regarding <br />Pole Attachment Agreements He stated he previously thought municipalities <br />were exempt from the Federal Communication Commission Standards, but has <br />recently found out that the City needs to comply with these standards He <br />stated the City cannot charge companies on a per attachment basis, but the <br />City can charge per pole instead Mr Taylor stated the two outstanding <br />agreements should come before the Council in December, 2005 <br /> <br />Mayor Narvaiz introduced a discussion regarding City Council direction of <br />future agenda items 1) Mr Mihalkanin asked Staff to work with the <br />Transportation Advisory Board to review a plan for implementation of the 25 <br />m p h speed limits 2) Mr Guerrero asked Staff to compare fuel rates and <br />consumption for both the Fire and Police Departments with surrounding <br />municipalities 3) Mr Thomaides inquired whether Council would be <br />interested in having the City Attorney look at an agenda item, which will I <br />allow Council to communicate in public on a broader range of issues during <br />Council meetings Mr O'Leary stated he recommends Council attend the <br />Attorney General's Open Government Conference, which covers the new laws <br />
