<br />43. <br /> <br />Regular Meeting <br /> <br />November IS, 2005 <br /> <br />Page 9 <br /> <br />Monday, December 5, 2005 (due to Runoff Election on Tuesday, December 6, <br />12005) Mr M1halkan1n moved to set Regular Meeting on Wednesday, December <br />7, 2005, and Mr Guerrero seconded the motion, which passed unanimously <br />(2) Wednesday, December 14, 2005 (a) Special Meeting at 5 30 p m to <br />canvass Runoff Election returns (b) Regular Meeting at 6 00 p m Mr <br />Mihalkanin moved to set a Special Meet1ng at 5 30 p m to canvass Runoff <br />Election returns and Regular Meeting at 6 00 p m on Wednesday, December <br />14, 2005, and Mr Thomaides seconded the motion, which passed unanimously <br />C Regular Meeting dates in January, 2006 (1) Monday, January 9, 2006 and <br />(2) Tuesday, January 17, 2006 Mr Thomaides moved set the Regular Meeting <br />dates in January, 2006 on Monday, January 9, 2006 and Tuesday, January 17, <br />2006, and Mr Guerrero seconded the motion, which passed unanimously <br /> <br />Mayor Narvaiz introduced a discussion regarding Utility Citizen <br />Contribution Fund and Low Income Assistance Mr O'Leary stated with the <br />utility rate increase the last several years has increased the burden of <br />local ratepayers Lower income citizens are the most affected by the rate <br />increases He stated the Mayor requested a discussion regarding <br />contributions being made by citizens to help assist utility bills for low <br />income families He stated contributions can be done by placing a check <br />box on all utility bills to allow an extra donation be made by a utility <br />bill payer He stated Staff has recommended the funds accumulated be <br />allocated to Community Action to be dispersed using their criteria He <br />Istated the Mayor also requested a discuss10n regarding an increase in the <br />annual budgeted allocation to Community Action to assist low income util1ty <br />users He stated since 1992 the City Council has allocated $10,000 00 out <br />of the Electric Utility Account to Community Action Th1s agency allocates <br />funds to low income utility users to assist in paying their utility bill <br />He stated the Council could increase this allocation and/or also fund an <br />amount out of the Water/Wastewater Utility Mr Guerrero stated he is <br />interested in letting the utility customers choose the amount they wish to <br />contribute He stated he feels adding an additional $5,000 00 from <br />Electric Utility to total $15,000 00 is not enough Mayor Narvaiz stated <br />she feels Council should allocate $15,000 00 from Electric Utility and <br />$15,~00 00 from Water/Wastewater Utility for a total of $30,000 00 for <br />utility ass1stance She stated she feels our low 1ncome citizens need <br />help Mr Thomaides agreed with the increase, but he has concerns with <br />allocating funds from Water/Wastewater The Counc1l agreed by consensus to <br />allocate $15,000 00 from Electric Util1ty and $15,000 00 from <br />Water/Wastewater Utility to Community Action for assisting low 1ncome <br />utility users Mr Thomaides stated he feels these allocations should be <br />reviewed annually The Council also agreed by consensus to set up a <br />checkbox to allow customers to allow an extra donation be made by a util1ty <br />bill payer <br /> <br />IMayor Narvaiz introduced a discussion regard1ng City Council direct10n of <br />future agenda items The Council did not have any future agenda items <br />
