I MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 16, 2005 PRESENT Mayor Mayor Pro-Tern Deputy Mayor Pro-Tern Council Members Susan Narvaiz John Thomaides Bill Taylor Ed Mihalkanin Daniel Guerrero John A Diaz Gaylord Bose City Manager City Clerk City Attorney Municipal Court Judge Director of Water/Wastewater Police Chief Director of Health Environment Director of Admin Services Dan O'Leary Janis K Womack Mark Taylor Ross Allegro Tom Taggart Howard Williams Mark Brinkley Collette Jamison I Also present Mr and Mrs Guerrero (parents of Daniel Guerrero), Ken Melissa Millecam, Joyce Cowan, Stephanie Garcia, Shelley Goodwin and others Bell, Mayor Narvaiz called the meeting to order at 5 30 P m the Pledge of Allegiance Mayor Narvaiz lead Mayor Narvaiz introduced canvassing the returns of the General and Special Election held on November 6, 2005 The Council reviewed the returns Mayor Narvaiz introduced for consideration adoption of an Ordinance on emergency Mayor Narvaiz stated the City Charter requires the entire Ordinance be read, if the Ordinance is not posted 72 hours prior to the meeting Janis Womack, City Clerk, read the Ordinance in its entirety, the caption which reads as follows AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING THE RESULTS AND CANVASSING THE RETURNS OF A BOND ELECTION HELD WITHIN SAID CITY ON NOVEMBER 8, 2005, AND CONTAINING OTHER PROVISIONS INCIDENT AND RELATED TO THE PURPOSES Mr Mihalkanin moved for adoption of the Ordinance on emergency, and Mr I Thomaides seconded the Ordinance, which passed unanimously
