<br />7 i . <br /> <br />I <br /> <br />MINUTES OF THE SPECIAL MEETING OF THE <br />CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, NOVEMBER 16, 2005 <br /> <br />PRESENT <br /> <br />Mayor <br />Mayor Pro-Tern <br />Deputy Mayor Pro-Tern <br />Council Members <br /> <br />Susan Narvaiz <br />John Thomaides <br />Bill Taylor <br />Ed Mihalkanin <br />Daniel Guerrero <br />John A Diaz <br />Gaylord Bose <br /> <br />City Manager <br />City Clerk <br />City Attorney <br />Municipal Court Judge <br />Director of Water/Wastewater <br />Police Chief <br />Director of Health Environment <br />Director of Admin Services <br /> <br />Dan O'Leary <br />Janis K Womack <br />Mark Taylor <br />Ross Allegro <br />Tom Taggart <br />Howard Williams <br />Mark Brinkley <br />Collette Jamison <br /> <br />I Also present Mr and Mrs Guerrero (parents of Daniel Guerrero), Ken <br />Melissa Millecam, Joyce Cowan, Stephanie Garcia, Shelley Goodwin and <br />others <br /> <br />Bell, <br /> <br />Mayor Narvaiz called the meeting to order at 5 30 P m <br />the Pledge of Allegiance <br /> <br />Mayor Narvaiz lead <br /> <br />Mayor Narvaiz introduced canvassing the returns of the General and Special <br />Election held on November 6, 2005 The Council reviewed the returns <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency Mayor Narvaiz stated the City Charter requires the entire <br />Ordinance be read, if the Ordinance is not posted 72 hours prior to the <br />meeting Janis Womack, City Clerk, read the Ordinance in its entirety, <br />the caption which reads as follows <br /> <br />AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DECLARING THE RESULTS AND CANVASSING THE RETURNS OF A BOND ELECTION <br />HELD WITHIN SAID CITY ON NOVEMBER 8, 2005, AND CONTAINING OTHER <br />PROVISIONS INCIDENT AND RELATED TO THE PURPOSES <br /> <br />Mr Mihalkanin moved for adoption of the Ordinance on emergency, and Mr <br />I Thomaides seconded the Ordinance, which passed unanimously <br />
