MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomason the City Council voted (6) for and (1) opposed, Council Member Terry, to approve <br />Resolution 2011 -131R, as previously captioned. The motion carried. <br />26. Receive a Staff update regarding the development of Architectural Standards for the <br />Downtown SmartCode area, and provide direction to staff. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Scott the City Council voted (7) for and (0) opposed, to postpone this item indefinitely <br />and have staff bring back an update in the form of an E -Box update. The motion carried <br />unanimously. <br />27. Receive a Staff update regarding the Visioning Process, and provide direction to staff. <br />Dr. Herb Marlowe provided an update regarding the Visioning and Big Picture Infrastructure <br />process. He reviewed things such as the City's goals, transformative opportunities, Public <br />institution partnership and the direction of the City. <br />28. Hold discussion regarding the Purgatory Creek Nature Center, and provide direction to <br />staff. <br />Rodney Cobb, Director of Community Services, provided the Council with an update since this <br />item was previously considered. Council provided direction to staff to use the $1.6 million from <br />Hays County to fund hiking and challenge trails, parking pods, signage and kiosks. <br />29. Hold discussion regarding the possible banning of single use plastic bags within the City <br />of San Marcos, and provide direction to staff. <br />MOTION: Upon a motion made by Mayor Guerrero and a second by Council Member Scott the <br />City Council voted (7) for and (0) opposed, to postpone this item until November 1, 2011. The <br />motion carried unanimously. <br />30. Hold discussion regardina San Marcos City Code provisions pertaining to property <br />owners performing construction, plumbing, electrical, and other work on their owner - <br />occupied homesteads, and provide direction to staff. <br />Following discussion, Council directed staff to bring back information regarding the following: <br />How will this affect our ISO rating? Why does this practice exist? How long has it been in place? <br />What are some best practices? What are we looking at if this provision was removed? <br />31. Hold discussion and consider the selection of a designated voting delegate and alternate <br />voting delegate to represent the City of San Marcos at the National League of Cities <br />Annual Business Meeting on November, 12, 2011, and provide direction to staff. <br />Following brief discussion, Council Member Jones was selected as voting delegate and Council <br />Member Porterfield was selected as alternate voting delegate. <br />
